Isiolo County Welcomes Payroll Audit to Boost Transparency

Isiolo County has embraced the upcoming payroll audit by the Office of the Auditor-General (OAG), which will cover all 47 counties. The audit will examine payroll records for the financial years 2021-2022, 2022-2023, and 2023-2024. Its goal is to enhance transparency, accountability, and efficiency in public service management. Specifically, it will focus on ghost workers, overpayments, and role duplications.

The OAG’s communication confirmed the audit’s scope: “The Office of the Auditor-General will conduct an in-depth audit of the payroll systems for all forty-seven (47) county governments, focusing on the financial years 2021-2022, 2022-2023, and 2023-2024.” This audit aims to address inefficiencies and ensure responsible use of public funds. Therefore, it is seen as a critical step in improving financial management.

The timing of this audit is especially significant for Isiolo County, which faced a data breach just two months ago. In November 2024, payroll information, including the names and salaries of all county employees, was leaked. This breach raised serious concerns about data privacy and compliance with the Data Protection Act of 2019. Naturally, the leak sparked unrest among employees and the public.

In response, County Secretary Dadhe Boru reassured the public that investigations are underway to identify the source of the leak. He promised legal action against those responsible. “We remain committed to protecting our staff’s privacy,” Dadhe said. “We will identify the source of the leak and take action against those responsible.”

Governor Abdi Guyo has reiterated Isiolo County’s full support for the OAG’s audit. He emphasized that it was an opportunity to restore public trust and streamline operations. “This audit will help us enhance transparency and demonstrate our commitment to financial prudence,” Governor Guyo said. “We are committed to implementing the audit’s recommendations and ensuring accountability.”

Additionally, the OAG’s audit aligns with national efforts to improve governance in Kenya’s devolved counties. This audit, along with the special internal audit already underway in Isiolo, will help identify and address payroll inefficiencies, including verifying employee credentials.

Isiolo residents have expressed cautious optimism about the audit. They hope the audit will lead to better resource management and improved public service delivery. Consequently, as Isiolo County works with the OAG to resolve these issues, the audit sends a message about the importance of financial accountability. It also reinforces the county’s commitment to safeguarding employees’ personal data.

The audit, set to begin this January, will be an important step for Isiolo County. It offers an opportunity to strengthen public trust and ensure financial integrity. Moreover, the findings of the audit could influence governance practices in other counties as well.

Isiolo County is taking proactive steps to ensure better management of its resources and to protect the personal data of its employees. TTN News will continue to monitor the audit’s progress and its impact on governance in Isiolo.
