Key Resolutions from Horn of Africa Gateway Project

On August 13, 2024, a crucial meeting at Simba Lodge in Isiolo tackled major concerns about the Sh83.7 billion Horn of Africa Gateway Development Project. The gathering featured Governor Abdi Ibrahim Hassan, Isiolo Woman Representative Mumina Bonaya, County Commissioner Geoffrey Omoding, and officials from the National Land Commission (NLC) and Kenya National Highways Authority (KeNHA).

A key outcome was the formation of an oversight committee. This committee, composed of representatives from the county government, Frontier Counties Development Council (FCDC), and KeNHA, will monitor the project’s progress and provide monthly updates.

Governor Abdi Hassan stressed the need for KeNHA to consult thoroughly before making significant decisions or halting work. He asserted, “KeNHA must consult extensively before stopping work.” This measure aims to enhance transparency and accountability throughout the project.

Additionally, an audit of the workforce was agreed upon to ensure the 70% local employment mandate is met. Governor Abdi Hassan pointed out Isiolo’s skilled labor force and proposed creating internships for young graduates. “If local skills are lacking, we should look to broader county talent,” he stated. This approach aims to boost job opportunities for locals and provide valuable experience to the youth.

Local activist Silas Eudan from Isiolo Rights raised concerns about the consulting firm Egis. He reported that Egis did not comply with local hiring requirements and that finance officers from outside Isiolo were hired. This situation underscores the need for strict adherence to local hiring practices.

Compensation for those affected by the project was another major topic. The expansion of the road reserve from 12 to 60 meters has impacted many residents, leading to concerns about insufficient public consultation. Governor Abdi Hassan committed to addressing these compensation issues promptly. Isiolo Woman Representative Mumina Bonaya criticized the process for lacking community involvement and called for better engagement with affected residents.

During a Senate session, NLC Chairperson Gershom Otachi addressed compensation concerns. He clarified that compensation would cover structures, businesses, and relocation costs but not land itself. Otachi also mentioned that the commission is reviewing 468 complaints from Isiolo residents and promised to release the findings publicly.

County Commissioner Geoffrey Omoding responded to security concerns by assuring enhanced protection for workers. He also criticized local politicians who disrupt the project for personal gain, emphasizing the need for constructive solutions to avoid delays.

Effective oversight, robust community engagement, and unwavering transparency are essential for its success.
