Senator Dullo Votes Yes on Controversial Bill Amendments

Kenya faces significant financial risks from recent amendments to the Conflict of Interest Bill. If approved by the National Assembly, these changes could undermine ongoing cases against former governors and their families.

Senator Fatuma Dullo, a strong advocate for these amendments, has faced criticism for alleged double standards, particularly for aggressively scrutinizing Governor Abdi Ibrahim Guyo through Senate Committee sessions.

The Senate proposed removing the Ethics and Anti-Corruption Commission (EACC) as the primary enforcer of conflict of interest violations. Instead, public entities and accounting officers would conduct internal investigations, potentially compromising ongoing integrity checks.

Moreover, these amendments would allow high-ranking state officials, including Cabinet Secretaries, Senators, MPs, and Governors, along with their relatives, to engage in government business.

This opens avenues for potential conflicts of interest and corruption. Another controversial change is eliminating the requirement to suspend state officials facing corruption investigations until they are cleared, weakening accountability, critics argue.

Additionally, the Senate voted to shield public officials from EACC scrutiny regarding their wealth declarations. Currently, public officers must declare their assets, including those of their spouses, publicly.

This amendment could hinder efforts to uncover and recover embezzled public funds.

The EACC strongly opposes these amendments, warning that they could shield public officials from accountability for mismanaging public resources.

If enacted, the amendments may weaken the EACC’s ability to combat corruption and recover stolen assets effectively.

Senator Fatuma Dullo’s support for these amendments underscores their controversial nature. Her actions have sparked debate about the consistency of her stance as an anti-corruption advocate, particularly given her rigorous scrutiny of Governor Abdi Ibrahim Guyo.
