Governor Guyo Unveils Leaner Executive Team for Isiolo

Governor Abdi Hassan Guyo has unveiled a restructured executive. Consequently, this team will guide service delivery in the remaining two years of his administration. Moreover, this new phase focuses on impact, efficiency, and results for the people of Isiolo.

Over the past three years, Isiolo has made notable progress. For instance, healthcare access has improved through expanded facilities and stabilized drug supplies. Additionally, the county has rehabilitated several boreholes. As a result, this extends clean water to communities. Furthermore, road investments have connected markets for pastoralists and farmers.

Similarly, bursary allocations have kept thousands of children in school. Overall, these achievements mark important steps in the county’s development journey.

However, Governor Guyo also faced criticism. Specifically, critics viewed his team of 31 Chief Officers as bloated, duplicative, and costly. Although the officers were well-intentioned, they were excessive. Therefore, he has taken bold action. First, he reduced the number of Chief Officers to 21. Subsequently, he consolidated responsibilities under three CECs with expanded mandates.

Previously, Dr. Lawrence Mwongela Ikiamba has been serving in Tourism and Trade. Now, he will also take charge of Water, Energy, Climate Change and Natural Resources. Importantly, his expanded role brings together conservation, energy and development priorities under one umbrella. Consequently, this promises more coordinated policy action for Isiolo.

Meanwhile, Lucy Kagwiria Kaburu has been overseeing Health Services. In addition, she has received responsibility for Finance, Planning, Revenue and ICT. Notably, this combination places her at the centre of both fiscal management and health reforms. Indeed, these represent two of the most critical pillars in the county’s transformation agenda.

Yusuf Mohamed previously managed Agriculture and Irrigation. He will now also manage Lands, Roads, Housing and Urban Development. His docket gives him a critical role in shaping infrastructure and livelihoods. This directly touches the lives of thousands of households across Isiolo.

Twenty-one Chief Officers will support them across finance, planning, youth, education, gender, health, agriculture, water, roads and more. The county designed this structure to cut duplication and speed up decision-making. It ensures resources directly reach citizens.

Governor Guyo has two years left. His priority is clear: accelerate delivery, entrench accountability, and leave a lasting legacy of responsive governance. The new team brings vast experience from different sectors of government and community service.

This wealth of expertise will prove crucial in turning the Governor’s vision into reality. The county will ensure that Isiolo’s people see results in clean water, improved healthcare, better infrastructure, more opportunities for youth, and stronger livelihoods.

The next phase will test their resolve. However, it also offers the county its best chance yet at effective service delivery.
