On Tuesday morning, the Isiolo County Assembly convened its second week of sittings in Oldonyiro, following the temporary relocation necessitated by ongoing renovations at the Assembly Chambers. Speaker Hon. Abdullahi Jaldesa presided over the proceedings, where Members prioritized the consideration of three transformative bills.
The bills under discussion included the Isiolo County Community Conservancies Bill, 2025, the Isiolo County Wildlife Conservation and Management Bill, 2025, and the Isiolo County Trade and Markets Bill, 2025.
The Isiolo County Wildlife Conservation and Management Bill, 2025, sponsored by Hon. Rahma Abdikadir, Chairperson of the Tourism, Trade and Cooperatives Committee, seeks to protect, conserve, and administer biologically rich areas within the County, including wetlands that serve as vital wildlife habitats. The Bill also aims to expand and strengthen protected areas, ensuring the sustainable conservation of biodiversity.
“The Bill will encourage, promote and facilitate active involvement of local and traditional communities in the sustainable management, use, and conservation of wildlife resources, both inside and outside protected areas,” Hon. Rahma noted while moving the motion.
Similarly, the Isiolo County Community Conservancies Bill, 2025 provides a framework for the establishment, recognition, and management of community conservancies within Isiolo County. It proposes the creation of a Community Conservancies Fund and seeks to foster collaboration with development partners to strengthen governance, capacity building, and conservation awareness among communities. Hon. Rahma emphasized that the Bill will support Community Conservation Committees in line with the Wildlife Conservation and Management Act, 2013.
Both the Wildlife Conservation and Management Bill, 2025 and the Community Conservancies Bill, 2025 have now been passed by the Assembly and are due for assent by the Governor.
The third piece of legislation, the Isiolo County Trade and Markets Bill, 2025, remains under active consideration by the House. The Bill seeks to promote sustainable trade and investment in Isiolo, enhance the ease of doing business, and uphold fair trade practices and consumer protection. Once passed, it is expected to play a key role in unlocking economic opportunities and strengthening the County’s trade environment.
